ChatGPT PDF upload errors: size, tokens, quota or scanned text?

Short answer (checked October 4, 2026): ChatGPT accepts up to 512MB per file and 2M tokens per text or document file. Uploads are also capped at 80 files every 3 hours (Free users: 3 uploads per day), and shared storage at 25GB per user and 100GB per organization. A "limit reached" message can be the rate or storage cap, not the file size. Source: OpenAI file uploads FAQ.

"Upload limit reached" and "file too large" are not the same problem. Before compressing a PDF, write down the exact error and check which limit it names. Shrinking a file cannot reset an account quota, and repeatedly retrying can make a rate-limit problem worse.

Project and custom-GPT file counts have separate rules. API limits are also a different surface. Do not use a ChatGPT web limit as an API guarantee.

Match the error to a fix

File exceeds the size limit
Extract the section you need, or compress images on a copy. Measure the result before retrying. Use split/extract for scope and compression checks for image-heavy scans.
Document text/token limit
Split the source into logical sections. Image downsampling does not reduce the words in a text layer. Pages and megabytes cannot tell you the exact token count.
Upload limit reached
Check account and plan, rolling upload rate, and shared storage. OpenAI says failed attempts can sometimes count toward the upload-rate cap. Stop repeated attempts; check the service status and quota message.
Upload succeeds, but the answer misses the scan or chart
Check whether your plan supports that content. Size is not the same as visual retrieval. Prepare searchable text or an authorized image workflow, then verify against the original.

A small file can still be the wrong file

An 18MB scan can be far below 512MB and still contain no selectable text. A 5MB text document can be lengthy enough to need section-by-section processing. These are examples of why bytes alone cannot diagnose the problem, not measured upload tests.

Check whether you can select a sentence and find it using your PDF reader's search. If not, use OCR on a copy. For scanned tables, confirm decimal points, negative signs, headers and units manually; an OCR pass is not a factual audit.

Will ChatGPT read the images inside my PDF?

The current File Uploads FAQ says ChatGPT Enterprise supports PDF Visual Retrieval. It says other plans and document files use text-based retrieval and discard embedded images. Do not assume a chart is understood merely because the PDF uploaded successfully. Follow the official help for your plan and test with a known passage or figure.

A reliable handoff packet

  1. Keep an untouched master PDF.
  2. Extract a coherent section with its title, date, table headings, notes and relevant appendix.
  3. Name the output with original page ranges; note printed-page offsets.
  4. Check size, readability and selectable text. Do not overwrite the master.
  5. Upload only if the material and service are approved for your use. Ask for an answer with page references, then compare each important claim with the original.
